Job Description - Executive Director Regeneration and Tourism

Staff and resources allocated to the Regeneration and Tourism Programme Area.

Main purpose of the role

  1. Playing a full part in the strategic managerial leadership of the authority, shaping the development and delivery of plans, strategies, resources, services, and reviews of effectiveness.
  2. Leading and encouraging cross boundary working to achieve the most effective services possible for Blackpool’s communities, and ensuring Blackpool plays a full part in national, regional and sub regional activities.
  3. Leading, directing and undertaking programmes and projects to:
    • achieve the objectives of the corporate work programme
    • modernise Blackpool Borough Council,
    • address the serious issues of neighbourhood development, and
    • tackle the full range of problems which face Blackpool in a co-ordinated and effective way.
  4. Leading and directing allocated services, staff, corporate programmes etc, ensuring they deliver agreed outcomes on time, within budget and within the Authority’s policy priorities and framework.
  5. Building a positive image and good working relationships with the Urban Regeneration Company, Local Strategic Partnership, local people, local businesses, voluntary sector, regional authorities, government and a wide range of other partners to promote the interests of Blackpool Borough Council.
  6. Within the Strategic Leadership Team taking strategic responsibility for Tourism and Regeneration.

Principal Accountabilities

Strategic Leadership

  1. Providing confident corporate leadership and clear sense of direction and purpose that enables the Council to deliver on its vision, values, priorities and policies.
  2. Promoting the Council’s vision, values, priorities and policies, through personal example and positive corporate direction to ensure that they translate into practical and effective action.
  3. Providing clear and timely strategic advice, guidance and support to leading Members and the Chief Executive through actively contributing to all corporate policies and strategic decision-making.
  4. Ensuring the effective development and delivery of the Authority’s overall policydirection, strategic decision-making and management, as a member of the Strategic Leadership Team and as a member or leader of multi-disciplinary project teams.
  5. Ensuring the delivery of the Authority’s financial, probity and resource management objectives, through effective collaborative working with all the relevant senior managers.
  6. Through personal example, open commitment and clear action, ensuring a positive approach to valuing diversity; resulting in equality of access and treatment in employment, service delivery and external communications.
  7. Acting as an ambassador for the Blackpool and its Council, promoting and developing the Authority’s image, forming strategic alliances and developing effective working relations with partnerships, other related organisations, government departments, user groups, business and industry, voluntary sector groups, including championing the interests of Blackpool’s community, stakeholders and partners.

Corporate Management

  1. Taking a full part in the work of the Strategic Leadership Team, mutual support of members of that team, and the corporate leadership of Blackpool’s staff and services.
  2. Undertaking a personal workload of corporate and strategic projects to achieve the policy and service objectives of the Council.
  3. Undertaking such corporate responsibilities as may be allocated to the post from time to time by the Chief Executive.

Service Management

  1. Accountable to the Chief Executive for the leadership, strategic direction and operational effectiveness of Tourism and Regeneration, including the cost-effective achievement of agreed outcomes.
  2. Motivating and inspiring staff and creating a positive, customer focused performance improvement culture within the services and projects allocated to the post, ensuring that employees have a clear sense of purpose, know what they are accountable for, receive regular feedback, and are developed to provide excellent services.
  3. Through effective leadership of direct reports, ensuring the delivery of services at the highest quality and meeting agreed objectives, time-scales and budgets.
  4. Monitoring the achievement of objectives, providing regular reports on budget, human resources and performance in line with agreed timescales, and ensuring that opportunities for continuous improvement are identified and resourced.
  5. Ensuring that all service policies, plans and budgets are developed and implemented within the framework of agreed priorities for the Council.
  6. Ensuring the provision of full and accurate information, research analysis, and timely policy advice to Member decision-making bodies on matters relating to services and projects allocated to this post.

Personal Accountabilities

  1. Supporting and encouraging innovation, the creative use of resources, the generation of ideas to improve quality of services, processes and image of the Authority.
  2. Championing the Council’s core values embodying the desired culture of the Authority, modelling the way the Council wishes to behave in relation to its employees, service users, and outside organisations.
  3. Ensuring proper corporate governance and compliance with the Council’s agreed standards, policies, procedures, all relevant regulations and legislation (e.g. Health and Safety, Data Protection, Sustainability and Equal Opportunities).
  4. Agreeing personal performance objectives and targets with the Chief Executive, and participating in regular performance appraisal.
  5. Agreeing performance objectives and targets for direct staff reports that deliver the Council’s vision, values, priorities, policies and objectives, including providing regular monitoring, feedback, coaching, mentoring, performance appraisal and development.
  6. Facilitating and encouraging effective interaction between Members, other stakeholders and those services and projects allocated to this post.
  7. Ensuring a strong culture of collaborative and cross boundary team working that fosters strategic alliances and partnerships and promotes positive relationships and outcomes.

Specific portfolio responsibilities to include:

  1. The promotion and development of strategies for tourism and regeneration within the Borough, co-ordinating and where appropriate, managing a range of projects and initiatives for achieving the Council’s and its partners’ regeneration policies to maximise the potential benefits to regeneration programmes and objectives.
  2. To be responsible for delivering regeneration programmes funded from mainstream and external sources.
